The position is open on a full-time employment basis.ERATOSTHENES CoE is an autonomous Centre of Excellence with Cyprus University of Technology as its sole stakeholder, specialising in earth observation, space technology and geospatial analysis. Cyprus University of Technology has experience in earth observations and geospatial analysis since 2007. Through the “EXCELSIOR” H2020 Teaming Project ( ), ERATOSTHENES CoE aspires to become a Digital Innovation Hub for Earth Observation and Geospatial Information by offering knowledge, responsible research, open innovation and application services capable of sustaining Cyprus' development. ERATOSTHENES CoE aspires to actively contribute to the European Research Area (ERA) priorities in Atmosphere and Climate, Resilient Societies and Big Earth Data Analytics, as well as to become the reference Earth Observation/Geoinformation Centre for research and innovation in the Eastern Mediterranean, Middle East and North Africa (EMMENA) region.A core activity of ERATOSTHENES CoE is to conduct high-calibre, state-of-the-art research, both basic and applied. A central task is to acquire research funding for the Centre, to provide facilities to the researchers, and to support them in acquiring funding for their research independently and via international and local collaborations. Collaborations with industrial partners are particularly encouraged and facilitated.Description of the Position
The successful candidate will support the daily operations of the Administration and Procurement Department, assisting in sourcing suppliers, obtaining quotations, evaluating bids, and processing purchase orders in line with organisational policies and procedures. The role includes ensuring compliance with European and National procurement legislation and internal guidelines, maintaining accurate procurement records, and coordinating with vendors and internal departments to ensure the timely delivery of goods and services. A key responsibility will be the development of strong relationships with the Centre's research teams and departments, including aiding the Centre in enhancing its brand presence and fiscal growth. The successful candidate will also assist in contract management, supplier performance tracking, and maintaining procurement databases and systems. Strong organizational, communication, and multitasking skills are essential for this position.Duties and Responsibilities
  • Manage the delivery of services related to procurement procedures at the ERATOSTHENES Centre of Excellence.
  • Organise or assist in the preparation of technical specifications, tender documents, and other contract-related documentation.
  • Oversee the procurement process, ensuring that all purchasing activities comply with relevant policies, procedures, and regulations.
  • Maintain accurate and up-to-date records of all purchases.
  • Collaborate with key stakeholders to gather necessary information and ensure clarity and accuracy in tender specifications.
  • Handle communication and coordination with suppliers and external vendors.
  • Liaise closely with external associates such as advisors, auditors, and financial institutions.
  • Undertake duties related to project reporting, accountability, and dissemination activities, as required.
  • Develop and regularly update the Centre's procurement strategy in consultation with executive bodies.
  • Work in close collaboration with Department Heads to ensure that technical resources, infrastructure, and procurement needs are adequately planned and addressed.
  • Liaise with system providers, service delivery executives, and technical staff to verify technical requirements and ensure compliance with service agreements.
  • Deliver consistent, high-quality operational services while supporting project-specific requirements.
  • Proactively share knowledge with colleagues, document procedures and standards, and recommend and adopt best practices.
  • Design and maintain the Centre's inventory of property and assets.
  • Identify assets, infrastructure, or systems that are obsolete, no longer fit for purpose, or do not meet required standards for inclusion on a forward maintenance register.
  • Ensure the Centre's compliance with the national and European legal frameworks, including adherence to standards such as the European Code of Conduct for Research Integrity.
  • Engage with government and industry stakeholders to raise the profile of the ERATOSTHENES Centre of Excellence as a research-intensive institution.
  • Perform any other administrative duties as assigned or deemed necessary.
Qualifications
  • A University degree (includes Master's degree) in Engineering, Economics, Public Relations, Social Sciences, Financial Management or any other related field.
  • Fluency in both Greek and English (spoken and written).
  • Demonstrable experience in managing varied workloads and conflicting priorities.
  • Experience in a similar position, with knowledge of European and national procurement legislation, will be considered an advantage.
  • Experience in the management and reporting of public funding or European Commission funds (e.g., Horizon 2020 grants) will be considered an advantage.
  • Self-motivated, with the ability to take initiative and work independently.
  • Strong organisational skills.
  • Excellent analytical skills, with a keen attention to detail.
  • Good communication and negotiation skills.
  • Proficient in the use of computers and standard office software.
  • A valid car driving license.

The appointment will be for a period of one year (12 months) with the prospect of renewal for another year. The annual gross salary for the full-time position will be at the Government salary scale A8, depending on qualifications and experience.
